Hi David, I reckon that you have hit the problem right on the head because <br />
after all, what has Spain really got to offer us from the North except,<br />
sunshine and warmth, a very relaxed way of living. Spain acts as a very nice <br />
servicing country for us and is also not to far away, which also appears to <br />
suit the native lifestyle of Spain.<br />

We the pensioners bring them in return some work at a time of the year when <br />
they really need it, of course in the summer time they are often all <br />
enjoying the summer themselves. This is of course the way that this part of <br />
the world is what with the availability of fast and cheap travel coupled <br />
with good pensions.<br />
<br />
All these rules, laws or whatever you like to call them have existed and <br />
have been there for a very long time now but are just interpreted or applied <br />
as the need or when it arises.<br />
<br />
From what i have seen over here are that many of our so called residents are <br />
really only cold weather visitors.<br />
<br />
This of course is only one point of view of the situation.<br />

I have seen reports on expat forums already about some offices asking for<br />
the income/health data and other reports saying nothing has changed.<br />
<br />
It's pretty clear that "new" residents will have to meet the new<br />
requirements but it isn't clear as to what will happen to people whose old<br />
card has run out and have to apply for the new green form.<br />
<br />
Most people who have renewed their old card now have a document giving them<br />
right of permanent residence so I have to assume that they cannot apply the<br />
new rules to them.<br />

That said, nothing would surprise me!<br />

I had only read references in the press to the possibility of the rules<br />
being changed however it seems that the law has been passed and comes into<br />
immediate effect.<br />

This is the relevant law which mainly is concerned about the health service<br />
and prescriptions but lurking at the end is a specific note of the changes<br />
to the residency requirements.<br />

health insurance unless you are working legally and paying into the system<br />
or are a UK pensioner with reciprocal health care arrangements provided when<br />
you submit a form E121/S1 from the DWP in the UK.<br />

How it will apply to people who have already registered without this<br />
information remains to be seen.<br />

Before anyone says that they can't do that - they can - EU residency law<br />
allows that and always did - Spain chose not to impose those eligibility<br />
requirements, now they have realised that it is costing them loads of money<br />
and they have changed the rules.<br />

What has been noticable is that there have been several mentions of foreigners abusing the health service/health tourism - in previous years when this was talked about it was always mentioned in an East European or Arab context..... the last time I saw a piece about this subject done recently is was in a hospital in Alicante province and it was made clear that they would be cracking down in particular on the British abusing the EHIC or finding a way to cheat residency qualification in order to get treatment for conditions that are not emergencies but which the inadequate NHS either didn't offer treatment or had a long wait. They said Spain will not refuse to treat anyone but they will be presented with a bill in future if they are not fully compliant with the letter of the law.....<br />

worse investment than Greek bonds it would seem quite likely.<br />
